I love the creepy twins (2/3) + 1, 8, & 9 - together they look like a 'gang' of nightmarish figures - very aligned :)
I think you should take a look at the writing and drawings of Clive Barker as you seek to develop your story-world a bit further - I think his stuff will chime with you nicely!
I like 1, 2, 3, 16, 17, 20, 21, & 25 as seperate characters. In terms of the 'support group /gang' idea we spoke about I would choose 2&3 (as one), 8, 25 (with a bit of tweaking), & 1 & 9 (as one), and 16 (again with a bit of tweaking). In either case 2 & 3 are the key to the tone.
